我想問一下，我是否可以在自己申請簽證越南落地簽證而不用找代辦公司或旅行社？根據《外國人在越南出入境和居留條例》（2000年4月28日第24/2000/PL-UBTVQH 10號）第三章第6條規定的越南移民政策，越南落地簽證必須由越南國際旅行企業組織，並經越南移民局批准。因此，申請人不能直接在抵達時申請簽證，他們需要通過一個授權的簽證代理機構來辦理。
